Illegal extraction of sand and gravel mix discovered in the Chu River bed in Kemine: Houses in a potential flood zone

On the southern side of the village of Altymysh, located in the Kemin district, illegal activities related to the extraction of sand and gravel mixture in the bed of the Chu River have been identified.

This information was provided by the press service of the presidential representative in the Chui region.

During the inspection, it became known that the entrepreneur was carrying out work in this area, while permission was granted only for 0.10 hectares, whereas the actual area of extraction amounted to about 4 hectares, which significantly exceeds the permitted norms.

It was also established that the work was carried out without the necessary permits and legal documents. Referring to a contract for the cleaning of a reservoir located 800 meters from the work zone, the subsoil user had no right to extract the sand and gravel mixture, and this contract could not serve as a basis for the development of the riverbed.

The conclusion of the Ministry of Emergency Situations confirmed that the work violated the bed of the Chu River, and the lack of permits created a risk of emergencies.

Based on visual and aerial observations, it was determined that the width of the riverbed in this location is about 200 meters, with more than two-thirds of the riverbed blocked by a dam. This led to a change in the direction of the flow and an increase in hydraulic pressure on the opposite bank, which, in turn, caused bottom erosion.

Residential houses, plots with household farms, and a cemetery are located in the potential flood zone. The depth of the excavation in the riverbed reached 3–4 meters, exceeding the legally established limit of 2 meters.

According to the laws of the Kyrgyz Republic, the extraction of sand and gravel mixture in riverbeds is allowed solely for cleaning purposes, on an area of no more than 0.10 hectares, with an approved technical project and positive expert conclusions. These conditions were not met in this area.

To prevent possible emergencies, the presidential representative in the Chui region, Azamat Osmonov, instructed to conduct an inspection together with the akim of the Kemin district and to take measures to bring activities in line with the laws and ensure the safe passage of floodwaters.

Materials regarding the violations have been transferred to law enforcement agencies for further investigation,” the press service reports.
