It turned out that T.R.T., violating the government decree of the Kyrgyz Republic No. 43 dated February 5, 2019, which allows the issuance of a license for the extraction of sand and gravel within the riverbed on an area of no more than 0.1 hectares, actually issued a permit for the use of 20 hectares of land.
Furthermore, the akim, having colluded with certain businessmen and acting in the interests of a close relative, ordered the issuance of certificates in violation of current legislation.
As a result of investigative and operational activities conducted on December 16, 2025, T.R.T. was placed in the temporary detention facility of the State Committee for National Security of the Kyrgyz Republic based on Article 96 of the Criminal Procedure Code of the Kyrgyz Republic. Currently, additional investigations are ongoing to identify other possible participants in the criminal scheme.
T.R.T. is Ruslanbek Tagaev, born on May 2, 1977. Before taking a government position, he was engaged in private entrepreneurship. From 2021 to 2023, he headed the Lenin district of Bishkek, and on March 14, 2024, he was appointed akim of Chui district. In 2020, he also ran for a deputy position in the Jogorku Kenesh from the "Mekenchil" party.
