According to information from the press service of the Ministry of Culture, this video was filmed on October 25, 2025, at the wedding of one of the department's employees. It later became known that Nazarbekov performed at the wedding of the son of the famous artist Yahybek Muminov.
The ministry explained that the official did not plan his performance in advance, and refusing the request to perform could have been perceived as disrespectful to the guests. They also noted that receiving money for performances at events does not contradict the law and is part of national traditions.
However, the Anti-Corruption Agency expressed a different opinion on this matter, pointing out a violation of the law. The agency reminded of Article 13 of the Law on State Civil Service and the Model Rules of Ethics, which prohibit civil servants from engaging in paid activities, except for scientific, educational, and creative work. Civil servants must also avoid actions that could undermine the authority of the state service.
The Anti-Corruption Agency sent a request to the government asking to hold the minister accountable for disciplinary action, including a possible strict warning about the need to comply with the law. The agency emphasized that the actions of civil servants that violate ethical norms will be under constant scrutiny.
This is not the first time that Ozodbek Nazarbekov's activities have raised questions. In 2024, he participated in an advertising campaign for a clothing store, which sparked discussions about the legality of his participation and the amount of possible compensation. In 2025, the minister also appeared in an advertisement for a private university. In both cases, the ministry stated that Nazarbekov's actions were not aimed at generating income.
