In the Toktogul District, in 70% of cases of road accidents on the highway, it is impossible to find the owners of livestock, - akim

At a meeting of the working group on road safety held in the Jalal-Abad region, the akim of the Toktogul district, Askat Asanov, reported that 60–70% of cases where accidents occur on highways due to livestock do not allow for the identification of the animal's owner.
He noted that animal owners and veterinarians should be responsible for re-registering livestock upon sale. According to Asanov, it often turns out that during the verification of the identification number on the ear tag, the owner is a person from another district, as the animal has already been resold, but the data has not been updated.
“The meeting noted that most accidents in the region occur on the Bishkek—Osh highway. In the Toktogul district, 80% of accidents are related to overtaking maneuvers, while 20% are due to the sudden appearance of livestock on the road. However, in 60–70% of such incidents, it is impossible to find the owner, as entering the tag number shows that the animal is registered in another district. Thus, owners must deregister their animals with veterinarians upon sale, and new owners are required to re-register the animals in the database. The veterinary service must actively inform the population,” added the akim.
It was previously reported that in 2025, 739 accidents were registered in the Jalal-Abad region.
The marking of animals and the assignment of unique identification numbers was introduced in Kyrgyzstan at the legislative level in the early 2010s. In 2014, the Jogorku Kenesh adopted the law "On Animal Identification," which approved the rules for its implementation, including:
— marking animals (ear tags, chips);
— registration in a unified state register;
— assigning unique identification numbers to each animal.
