At the meeting of the Committee of the Jogorku Kenesh, which deals with finance, budget, entrepreneurship, and competition development, information was reviewed regarding the implementation of Resolution No. 1950-VII dated March 14, 2024, concerning the regulation of milk purchase prices.

Janybek Kerimaliev, the First Deputy Minister of Water Resources, Agriculture, and Processing Industry, reported that the average purchase price of milk ranges from 28 to 43 soms. Milk producers expressed concern over the increasing costs of maintaining cows and proposed setting the price at 45 soms.

Deputy Aisarakan Abdibaeva asked about the criteria used to determine the purchase price, noting that it varies across different regions. In response, the speaker explained that the price is set by a commission involving local authorities and producers. Deputy Kamila Talieva strongly urged the Ministry to actively address this issue, pointing out that the implementation of the resolution only began eight months after its adoption. She also raised questions regarding price formation and support for dairy producers.

Other deputies, such as Bekmurza Ergeshov and Ulanbek Zhaanbaev, emphasized the need to increase the population of high-yielding cows and proposed measures to subsidize farmers. Ulan Primov highlighted the export opportunities for dairy products from Kyrgyzstan.

Additionally, the Committee reviewed and approved the draft law "On Amendments to the Code of the Kyrgyz Republic on Non-Tax Revenues" in its second reading.

The information about this draft law was presented by the Deputy Minister of Finance, Nurbek Akzholov. This project was developed in accordance with the directive of the Administration of the President of the Kyrgyz Republic and aims to implement the action plan for the State Target Program "Development of the Justice System for 2023-2026," approved by the President's decree dated March 3, 2023, No. 47. The purpose of the draft law is to create alternative methods for paying state duties and fines.
