He noted that for the past five years it has been known that President Sadyr Nurgozhoevich Japarov and his close associate Kamchybek Tashiev have been working in close cooperation.
“All important state decisions were made after joint discussions, which created a system of mutual responsibility. This model, to the surprise of both domestic and international observers, has been maintained for many years,” he emphasized.
Baisalov expressed hope that this model could continue to benefit society. He reminded that General Tashiev has repeatedly publicly declared his support for the president, emphasizing his right to continue the reforms initiated in the country. “These statements were clear and open,” added the Deputy Head of the Cabinet of Ministers.
However, in recent months, some “irresponsible elements” have begun to use Tashiev's name to achieve their personal goals.
“They started to speak on his behalf and promote false decisions about power, creating an atmosphere of misunderstanding and hidden conflict. These actions undermine the stability that has existed for many years,” noted Baisalov. He pointed out that it is precisely such provocateurs who have caused a rift between Japarov and Tashiev, which threatens not only their relationship but also the stability of the state. “Power must remain clear and focused in one center,” he added.
“President Japarov took an oath to the people and the Constitution of the Kyrgyz Republic; his duty is to maintain unity and stability in the country, ensuring the rule of law,” he emphasized.According to Baisalov, it is important that discussions of key state issues do not boil down to personal relationships. “In recent years, there has been a disbalance in governance, leading to some representatives of security agencies exceeding their authority, creating an atmosphere of fear,” he noted.
“We have already gone through times when political interests replaced legality. This undermines the foundations of a constitutional state,” he added.Baisalov stressed the need to eliminate excesses and return to the rule of law, protecting the rights of every citizen. “We must leave in the past political practices that do not align with the spirit of our Constitution,” he stated.
“I regret that this stage of our political history has ended this way. Nevertheless, we must acknowledge General Tashiev's call for peace and stability, as well as his refusal to engage in illegal actions,” noted Baisalov.Kyrgyzstan faces important tasks, including preparations for international events and the celebration of the 35th anniversary of independence. “We must ensure stability and order in this process. The presidential elections must take place on time in January of next year,” he concluded.
“We need to unite around the elected president Sadyr Japarov and support the course towards strengthening legality and stability for the future of Kyrgyzstan,” Baisalov summarized.
