The President of Kyrgyzstan provided clarifications regarding his latest personnel policy.

— Today, one of the most discussed topics in society is the resignation of the Deputy Prime Minister and head of the State National Security Committee (GKNB) Kamchybek Tashiev, as well as changes in the structure of the GKNB.

For many, the decision to dismiss Tashiev came as a surprise. The president's press secretary briefly explained that some individuals, hiding behind Tashiev's name, attempted to create a rift in society.

The reason for the resignation was the so-called "letter from 75 people." Who exactly is behind this letter and what is its purpose?

— I did not want to comment on this, but since you are asking, I will respond.

First of all, in 2021, the majority of citizens entrusted me with the management of the country by electing me as president. The Constitution obliges me to protect the unity of the people and the integrity of the state. I have strictly fulfilled this duty.

Since the interests of the state and the people are above any positions and friendships.

The situation began to develop in the Jogorku Kenesh, where some parliamentary groups started dividing deputies into "ours" and "theirs." This is how the division among deputies began. Those who asked who belonged to which side were answered by pointing to the general's epaulettes and the president, creating a factual confrontation.

This division also affected the "aksakals" in society.

They began to collect signatures for early elections, claiming that this was "agreed with the top leadership" and misleading people.

If I had not taken measures, this rift could have deepened among ordinary citizens, leading to a division into two camps. I am aware of facts of intimidation of deputies and civil servants in the name of the general: "If you do not join us, you will deal with the general." That is why I made this decision.

Before making the decision, I contacted Tashiev and explained the situation to him. I believe that by making this decision, I also protected him.

As his entourage was leading him astray.

They, using Tashiev's name, called on deputies and influential people to side with the general.

If I had not relieved Tashiev, such actions would have intensified, which could have led to a split in state structures and society. Therefore, I made this decision. For me, the stability of the state is paramount.

— Society is discussing the existence of a "Japarov team" and a "Tashiev team." How do you comment on this?

— I do not see a division in personnel appointments. Each appointment undergoes thorough scrutiny. I have always required everyone, including Tashiev, to propose professional personnel ready to work for the benefit of the state. This requirement remains in force.

Therefore, it is inappropriate to talk about a "Japarov team" or a "Tashiev team."

— It was previously claimed that there was an agreement: "one term for me, the next for my close friend." How do you comment on this?

— Kyrgyzstan is a democratic state. The management of the country is determined not by a narrow group of people, but by the people themselves.

According to the Constitution, every citizen has the right to participate in elections. The president is the one whom the people trust and who has a high rating.

Therefore, discussions about "one term for one, the next for another" contradict democratic principles and political culture. This can be seen as an attempt to deprive the people of their right to choose.

— Why did you appeal to the Constitutional Court?

— I believe that all doubts and contentious issues should have legal and clear answers. Kyrgyzstan has a Constitutional Court that can provide a final interpretation on legal matters. Therefore, my appeal is a logical step.

— Can the criticism of the deputies be linked to the "letter from 75 people"?

— Investigative activities are currently underway, which will show the scale of this initiative and the number of participants. There may have been even more. I will provide an accurate answer upon completion of the investigation.

— Did the chairman of the Jogorku Kenesh leave of his own accord, and is it related to the "letter from 75 people"?

— I cannot speak of a direct connection. Perhaps he was influenced by these people or realized his mistake and responsibility for the division among deputies.

— What reforms are planned for the GKNB?

— The GKNB has fulfilled its mission, but the state must develop. Today, new challenges face national security.

Considering these realities, a qualitative reform will be conducted that can respond to modern threats and changes. State institutions must adapt to changes in the world.

— Will allegations of abuses among security service employees be investigated?

— We do not cover up illegal actions. The law is above all, and this applies to everyone, including our close ones. If facts of abuse of power are revealed, they will be investigated, and those responsible will be held accountable.

— It is said that you and Tashiev are "friends." Has your friendship ended?

— The friendship remains. I contacted him before making the decision and explained the situation. This decision was made for the sake of peace and unity in the state.

Our friendship should not be linked to positions or interests.

— The last question: will the fight against corruption and crime continue?

— This fight will never cease. I demand results in these areas and will continue to do so. There should be no corruption or crime in our country.
