The II meeting of the organizing committee for the Five-Year Action Plan for the Development of Mountain Territories has taken place

/. The second meeting of the Organizing Committee for the Decade of Action for the Development of Mountain Regions for 2023–2027 was held under the leadership of the Prime Minister of the Kyrgyz Republic, Adylbek Kasymaliev.

According to the press service, the event was attended by the special representative of the president on mountain issues, deputies of the Jogorku Kenesh, heads of various ministries and departments, as well as authorized representatives of the president in the regions and city mayors.

In his opening speech, the head of the government noted that the president of the Kyrgyz Republic is actively promoting the issue of mountain development on the global stage. For example, on September 14, 2021, in New York, Sadyr Japarov spoke at the 76th session of the UN General Assembly, discussing important issues such as sustainable mountain development, the problems of mountain countries, climate change, and the need for increased attention to global mountain issues. As a result of the president's initiative, the UN declared 2023-2027 the Decade of Action for the Development of Mountain Regions, which was officially established by the presidential decree of September 15, 2023, after which the Organizing Committee was formed.

“Kyrgyzstan, as the initiator of solutions to global mountain problems, must become an example for other countries in the field of sustainable development,” emphasized Adylbek Kasymaliev, adding that this year the government approved the Concept and Roadmap for the implementation of the Decade.

At the meeting, the results of the implementation of the Roadmap for the Decade for 2025 were discussed, covering global, regional, national, and local levels, as well as issues related to the comprehensive survey of mountain areas and the action plan for 2026. As a result of the discussion, the work of ministries and departments regarding timely reporting was recognized as unsatisfactory.

The head of the cabinet instructed the Office for the Control of the Implementation of Presidential and Government Decisions to consider the possibility of applying disciplinary measures to officials who did not fulfill their obligations under the Roadmap. The heads of state bodies were also instructed to intensify work on surveying mountain areas in cooperation with the National Institute of Strategic Initiatives and to present an updated draft Work Plan to the president's administration.

As a result of the discussion, an Action Plan for the implementation of the Roadmap for 2026 was approved, and all state bodies were instructed to take measures to improve the effectiveness of the Decade's implementation and the quality of reports.

In addition, Adylbek Kasymaliev reminded about the international conference "Global Mountain Dialogue for Sustainable Development: Towards the Bishkek+25 Summit," which took place last year in Bishkek with the participation of over 50 countries and 30 international organizations.

He also reported that the Second Global Mountain Summit "Bishkek+25" is scheduled for October 21-23, 2027, and the Ministry of Foreign Affairs has been instructed to hold the first meeting of the organizing committee for its preparation in the near future.

In conclusion of the meeting, the chairman of the cabinet emphasized that by 2027, specific results must be achieved in the field of sustainable mountain development, including the creation of income sources, provision of electricity, development of infrastructure, water supply, healthcare, education, and communication, especially in remote mountain areas.

“Kyrgyzstan aims to demonstrate the results achieved at the Second Global Mountain Summit, following the UN principle of 'leaving no one behind,'” summarized Kasymaliev.
