In Bishkek and other regions of the country, preparations for the IV People's Kurultai are actively underway. This is reported by the organizing committee responsible for the selection of delegates and coordination of the event.
A plan of activities has already been approved, including a schedule of meetings for the election of delegates.
“The organizing committee includes the mayors of Bishkek and Osh, as well as all ministers and authorized representatives of the president in the regions. The chairman of the IV People's Kurultai will be elected on December 25, and 17 members of the National Council will elect him from among their colleagues. The first meeting of the committee has already taken place, where high standards for conducting the kurultai were discussed, and a calendar plan for organizing the election of delegates was approved. Relevant government agencies and local authorities have been given instructions,” the committee reports.
A feature of the upcoming kurultai will be the preliminary presentation of the agenda to the delegates.

“To be honest, the first three kurultais did not reach their essence. Strategic issues should have been discussed, but instead, minor topics were raised. When the president listens to about a school or a bridge — it indicates a low level of our understanding. We still do not understand what a kurultai is. It is mistakenly perceived as a branch of power, although it is not an organ of power. We have a Constitution and certain branches of power, while the kurultai is a great people's forum where fateful and relevant issues are discussed, and the paths and strategies for the development of the country are determined,” emphasized Kayipov.

“I was a delegate at the second and third kurultais. I believe we are moving towards improvement. Two important political tasks stand before the IV kurultai: the elections of deputies to the Jogorku Kenesh in November and the subsequent presidential elections. This is a key moment for the country. Under the slogan ‘Consent is the key to prosperity,’ we must promote the idea of unity through the kurultai. Recently, an important book by the president on the spiritual path of the country was published. However, ideology was hardly discussed at the previous kurultais. Many do not even understand what ideology is. Therefore, this time it needs to be brought forward as the main issue. A strong economy is only possible with a clear ideological foundation. If the ideology is chosen correctly, the economy will definitely develop. It is necessary to discuss spiritual and moral guidelines, based on presidential decrees and the concept of the spiritual path as a foundation,” concluded Kasiev.

The IV People's Kurultai will take place in Bishkek on December 25. According to the constitutional law "On the People's Kurultai," adopted in 2023, 700 delegates elected from all regions of the country will participate in its work.
