Kurultai as a public platform representing the interests of regions, ethnic groups, and civil society

One of the main questions regarding the future development of the state is the increasing significance of the kurultai as an institution of popular governance. This initiative represents changes in the political system that alter the relationships between power and society, ensuring a balance of opinions and making decisions based on consensus.

People's assemblies represent an open dialogue where the highest leadership of the country interacts with active citizens who are ready not only to identify existing problems but also to propose solutions. In this regard, Doctor of Political Sciences Tokon Mamytov suggested discussing an important issue concerning the legislative strengthening of the powers of the kurultai and enhancing the effectiveness of its initiatives.

“Does the current structure and format of the kurultai meet the expectations of society?” asks Tokon Mamytov, emphasizing that the opinions expressed at the annual assemblies play an important role in shaping the strategies for the development of the state.

“The assembly offers an objective public assessment of the actions of state bodies. It participates in creating consensus on key issues, strengthening national unity and civic responsibility,” he adds.

“The People's Kurultai represents the highest form of assembly of the people. Does it need legislative strengthening of its powers and improvement of its initiatives?” continues the Doctor of Political Sciences.

In this context, Tokon Mamytov considers it important to draw the attention of kurultai participants to a number of fundamental questions. Which state institutions have lost the trust of the people, and what reforms are necessary to restore legitimacy? What should the state, society, and each citizen do to preserve national originality and cultural identity in the context of globalization? What moral values should we consider the foundation of national development, and how can they be instilled in the consciousness of the younger generation? Who bears the primary responsibility for shaping the spiritual and value orientations of society: family, school, religious institutions, the state, or the media? What are Kyrgyzstan's export priorities: digital products, eco-tourism, rare earth elements, the agricultural sector, or high technologies? Which areas are strategically important for sustainable economic growth?

According to Tokon Mamytov, answers to these questions will help create a solid foundation for further strengthening the state.

Moreover, the Doctor of Political Sciences emphasizes the need to enhance the influence of the kurultai on socio-political processes in Kyrgyzstan. “This is a genuine representative forum that reflects the conscience of the nation and the collective mind of society, expressing the voice of the people. It must become an influential public platform representing the interests of regions, ethnic groups, and civil society. The kurultai must fulfill the function of a real and sustainable mechanism that contributes to the restoration and strengthening of trust between society and state bodies,” concludes Tokon Mamytov.
