At the "Kelechek" Market, Water Supply and Electricity Have Been Disconnected: Traders Report They Cannot Retrieve Their Goods

Yesterday, February 28, from 5:00 PM to 6:00 PM, the Osh city administration shut off water supply and electricity at the "Kelechek" market, reports Turmush correspondent.

These measures were taken in connection with the start of work to relocate traders to new, pre-prepared locations.

Traders claim that access to the "Kelechek" market is closed, and they cannot retrieve their goods. "Last night we were not allowed to enter. Today the situation has not changed. Containers with our goods are being taken away, but we do not know where exactly," they shared.

The press service of the city administration reported that the market is currently being relocated to a new site.

Last night, despite a meeting, traders were unable to access the territory of the closed "Kelechek" market.

Previously, they met with the new mayor and requested time until September. Discussion participants noted that free spaces at the new market are already being sold and asked for a delay to have the opportunity to purchase them.

The mayor emphasized the importance of supporting entrepreneurs and added that the work initiated by the previous administration would continue. In 2024, construction work on the new market on the outskirts of the city began after flooding caused by mudflows that inundated the central market on the banks of the Ak-Buura River. As a result, last year the "Beksultan" and "Kiyim-keche" markets, as well as other trading points in the Sheyit-Dobo area, were relocated.

The "Kelechek" market is expected to be moved to a new location by March 2026. Traders have protested this decision multiple times and held demonstrations. They claim that about 1,200 people work at the market, who legally purchased their containers and trading places, having all the necessary documents.



The issue of relocating the "Kelechek" market has been raised multiple times. In 2024, the city administration proposed to allocate 3 hectares of land at the new trading site for the relocation.

However, according to information from the municipality, the owners and traders have not yet accepted this proposal. In 2025, the issue was reconsidered: traders were allocated 3.5 hectares and offered the possibility of relocating containers or building a new market, but these proposals also did not gain support.

The goal of relocating the markets is to organize the central part of the city, relieve traffic congestion, and create comfortable conditions for sellers.

The relocation of the central market to a new site began on July 1 of last year.

Turmush previously reported that the construction of the new market started in September 2024. The new market will occupy an area of 6.7 hectares and will accommodate 2,400 trading places, providing jobs for 2,100 people. The total investment in the project amounts to 550 million soms.





On July 24, 2024, the deputies of the Osh City Council made a decision to relocate the central market of Osh, located on Bazar Street.

The Osh City Council decreed that the central market on Bazar Street should be moved to another territory, and the placement of trading facilities (stalls, kiosks, containers, etc.) at this site will be prohibited.

It is planned to build an alley at the site of the central market, taking into account all regulatory requirements, as well as to demolish and remove all trading establishments and recreational facilities that do not meet safety standards along the Ak-Buura River.

The city council instructed to negotiate with the owners of the "Kelechek" clothing markets, construction materials, and other trading points in the city, and offer them new locations on the outskirts.

Powerful mudflows hit the city of Osh and the Kara-Suu district on July 14, 2024, after heavy rains in the mountainous areas.

On July 15, 2024, the Chairman of the Cabinet of Ministers visited the affected areas, including the central market, and noted that such a scale of disaster had not been observed in the last 30 years.



On July 17, 2025, it was reported that the sellers at the "Kelechek" market did not want to relocate, as the spaces at the new market cost $15,000.



On July 31, 2025, Turmush reported that the traders at the "Kelechek" market protested against the relocation: on that day they gathered when the process of their relocation to the new central market was supposed to begin. They demanded a two-year period to work at their previous location.

On August 1, 2025, it was noted that the relocation process began on July 31. Some sellers agreed to move, while others continued their activities despite the power outage.

On August 4, 2025, it became known that opponents of the relocation received an alternative proposal: the city administration offered them temporary plots where they could work while the new territory was being prepared. "We found a contractor who will prepare the site. After the work is completed, we will call you to the new location," said the then-mayor.

The first deputy mayor was instructed to ensure the connection to water supply and electricity for the "Kelechek" market.

The municipality confirmed that 400 traders from the "Kelechek" market have already received new trading places at the "Jibek-Jolu" market, and land plots have been offered to container owners.
