A verdict has been issued against the inspector of the Traffic Safety Department in the case of the death of a retired police officer.

In the Naryn region, the court proceedings regarding the case of an assault, which resulted in the death of one of the victims, have concluded. The incident involved an inspector from the district department of road safety.

According to materials published in the State Register of Judicial Acts, the Naryn Regional Court reviewed the appeal against the sentence handed down to senior inspector of the Road Safety Department J.S. The court upheld the decision of the first instance, applying amnesty.

At the end of June 2024, the press service of the Ministry of Internal Affairs reported that the investigation into the death of retired police veteran Tynybek Turgunaliev is being conducted by the State Committee for National Security (GKNB), as one of the suspects is an employee of the internal affairs bodies. Turgunaliev, who retired with the rank of major, became a victim of violence.

At a press conference, Turgunaliev's sister, Chynara, stated that on the evening of December 12, 2023, her brother called her and told her how he was beaten by two employees of the Road Safety Department — J.S. and N.M. The widow, Ryskan Bulasheva, also claimed that she has video recordings that her husband sent after the beating, as well as a witness, a friend who was nearby and saw everything that happened.

The sister and widow of the veteran appealed to the country's leadership and the GKNB, requesting that the case be taken under control and that those responsible be held accountable.

The investigative authorities established that the incident occurred on December 12, 2023, in the village of Jangy-Jol during a raid called "Behind the Wheel." Senior inspector of the Road Safety Department J.S. stopped a car of brand "M," whose driver, B.T., lost control and veered into a ditch. Instead of providing assistance, the inspector, suspecting the driver of being under the influence of alcohol, used physical force. As a result, a passenger — retired internal affairs officer T.T., who attempted to protect the driver, was injured.

Witness testimonies indicate that the inspector struck the victims even when they were already lying on the ground and could not resist. The investigation also revealed that the inspector's aggressive behavior continued within the walls of the Kochkor District Hospital, where the victims were taken for medical examination.

A commission forensic medical examination recorded rib fractures in the victims (T.T. — ribs 10, 11, and 12; B.T. — ribs 7 and 8) and other injuries, which were classified as less serious harm to health. The next day, on December 13, 2023, T.T. died in the intensive care unit. The examination established that the cause of death was acute cardiovascular failure against a background of stress and chronic diseases; however, the connection with physical impact became the subject of judicial proceedings.

The Kochkor District Court found inspector J.S. guilty under Article 131 of the Criminal Code ("Causing less serious harm to health") on September 26, 2025, and sentenced him to six years of imprisonment in a general regime colony, with a three-year ban on holding certain positions. The defense of the convicted attempted to appeal the verdict, citing procedural violations and claiming the absence of violence.

However, on December 18, 2025, the judicial panel of the Naryn Regional Court confirmed the validity of the first instance's verdict. Taking into account the law of the Kyrgyz Republic "On Amnesty" dated February 13, 2024, the panel decided to reduce the unserved part of the sentence by one third, leaving the remainder of the sentence unchanged.

The decision came into legal force from the moment it was announced. The parties have the right to appeal to the Supreme Court.
