At a meeting of the Jogorku Kenesh, deputies adopted the bill "On the Ratification of the Agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Government of the Russian Federation on the Construction of the Campus of the Kyrgyz-Russian Slavic University named after B.N. Yeltsin," signed on November 26, 2025, in Bishkek, in three readings.
The initiator of the bill was the Chairman of the Cabinet of Ministers.
The Deputy Minister of Science, Higher Education, and Innovations, Bekbosun Borubashev, provided information about the bill.
As Borubashev noted, the agreement includes the construction of campus facilities for KRSU with funding from the federal budget of Russia, the allocation of a land plot of no less than 30 hectares by the Kyrgyz side, as well as ensuring connection to engineering networks. This agreement aims to create a modern campus for the Kyrgyz-Russian Slavic University named after B.N. Yeltsin in Kyrgyzstan. The planned number of students is 15,000, and the campus will include educational buildings, dormitories, a medical cluster, and other facilities. Construction will take place in the village of Baytik.
During the discussion, deputies Dastan Bekeshev and Zhyldyz Sadyrbaeva asked questions about the terms of the agreement. Deputies Talant Mamytov and Aigul Karabekova suggested considering the possibility of opening branches of KRSU in other regions of the republic. Deputies Makhabat Mavlyanova and Seidbek Atambaev discussed issues regarding reducing the tuition fees for contract-based education and providing quotas for applicants from socially vulnerable families.
A bill "On the Ratification of the Financing Agreement between the Kyrgyz Republic and the Eurasian Development Bank for the project 'Improvement of Roads in the City of Osh,'" signed on December 29, 2025, in Bishkek, was also adopted in the second reading.
