Today, March 16, during a meeting of the Committee on International Affairs, Defense, Security, and Migration, the draft law "On the Ratification of the Agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Government of the Russian Federation on the Construction of the Campus of the Kyrgyz-Russian Slavic University named after B.N. Yeltsin in Kyrgyzstan" was reviewed, which was signed on November 26, 2025, in Bishkek.

The Deputy Minister of Science, Higher Education, and Innovation, Gulnur Mamyrava, presented this information.

As Mamyrava emphasized, the agreement provides for the creation of a KRSLU campus designed for 15,000 students, equipped with modern technical facilities for training qualified personnel. "The construction will be financed from the federal budget of Russia," she added.

The speaker also noted that within the framework of the agreement, the campus will be provided with complete infrastructure, including educational buildings, dormitories, a medical cluster, cafeterias, and additional buildings.

During the discussion, Deputy Gulya Kozhokulova expressed support for the project, pointing out its significance as it will lead to the creation of a modern university campus. She also inquired about the commitments of the Kyrgyz side and the timelines for project implementation. Gulnur Mamyrava clarified that the Kyrgyz side will allocate a land plot of at least 30 hectares and ensure the provision of external engineering infrastructure. "The project is divided into three phases: the first — from 2026 to 2027, the second — from 2027 to 2030, and the third phase will begin in 2030 and be completed in 2032," she added.

As a result of the discussion, the committee members unanimously approved the draft law in three readings.

Additionally, the draft law "On the Ratification of the Financing Agreement between the Kyrgyz Republic and the Eurasian Development Bank for the project 'Improvement of Roads in the City of Osh,'" which includes the construction of two overpass bridges and a road section of 3.2 kilometers, was also reviewed and approved. This draft law was adopted in the second reading and signed on December 29, 2025, in Bishkek.
