At the meeting of the Committee on Science, Education, Innovative Development and Information Technologies, Culture, Sports, and Youth Affairs of the Jogorku Kenesh, a draft law concerning the ratification of an agreement between the Cabinet of Ministers of Kyrgyzstan and the government of Russia was discussed and approved. This agreement, signed on November 26, 2025, in Bishkek, is related to the construction of the campus of the Kyrgyz-Russian Slavic University named after B.N. Yeltsin.
The initiator of this draft law was the Chairman of the Cabinet of Ministers of the Kyrgyz Republic.
The Deputy Minister of Science, Higher Education and Innovations, Bekbosun Borubashev, presented information about the project.
According to him, the agreement includes the construction of campus facilities for the KRSU funded by the Russian federal budget, the provision of a land plot of at least 30 hectares from the Kyrgyz side, and the connection of facilities to engineering networks.
The purpose of the agreement is to create a modern university campus for the Kyrgyz-Russian Slavic University named after B.N. Yeltsin in Kyrgyzstan. The future campus is designed for 15,000 students and will include educational buildings, dormitories, a medical cluster, and other necessary infrastructure facilities. The construction is planned in the village of Baytik. The rector of the university, Sergey Volkov, answered questions from deputies about the activities of the KRSU.
Additionally, the committee also reviewed and approved the draft law "On Amendments to the Law on the Personalized (Individual) Accounting of Citizens of the Kyrgyz Republic for the Purposes of Mandatory State Social Insurance" in its third reading. This draft law is developed to eliminate internal contradictions and simplify the process of assigning personal identification numbers to citizens of Kyrgyzstan, foreign citizens, and stateless persons.
