The Parliament adopted the bill on conflict of interest in the second reading

At a meeting of the Jogorku Kenesh, deputies discussed and adopted in the second reading a bill concerning amendments to the Law "On Conflict of Interest".

This bill was initiated by the Cabinet of Ministers.

The main goal of the document is to clarify definitions, establish a single authorized body, improve the procedures for declaring and verifying data, as well as implement effective accountability measures.

During the discussion, Deputy Elvira Surabaldiyeva inquired whether there had been any complaints from civil servants regarding possible conflicts of interest and whether such cases had been officially registered.

In response, representatives of the Cabinet of Ministers stated that no such statements had been received.

Deputy Ulan Primov touched on the topic of mechanisms for resolving conflicts of interest, as well as the possibility of disciplinary measures, including the dismissal of officials.

Kamila Talieva emphasized the proposed amendments to Articles 7 and 28, concerning the responsibility of individuals subject to the law and the authorized body that will be responsible for coordinating and monitoring its implementation.

Deputy Dastan Bekeshev clarified which categories of citizens this law applies to and requested clarification on this issue.

Gulya Kozhokulova raised questions regarding the powers of the Ethics Commission and its activities.

Toktobubu Ashymbaeva noted the importance of changes in paragraph 2 of Article 4, concerning "affiliated persons".

Additionally, the Jogorku Kenesh reviewed and adopted in the third reading the bill "On Ratification of the Protocol on Amendments to the Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan on Border Crossing Points," signed on August 22, 2025, in Bishkek.

The bill proposes changing the status of the border crossing points "Tomonkü-Chuy-Road" and "Kichi-Kapka-Road" from bilateral to multilateral (international), as well as transitioning the operation of the "Tomonkü-Chuy-Road" border crossing point to a 24-hour mode. These changes aim to create comfortable conditions for the development of tourism, increase the flow of goods and passengers, and improve infrastructure.

Furthermore, the Jogorku Kenesh also adopted the bill "On Amendments to the Law 'On State Civil Service and Municipal Service'" in the third reading, which is aimed at improving the legal status of citizens of the Kyrgyz Republic who have worked in the Eurasian Economic Commission and held political state and municipal positions.
