The Committee of the Jogorku Kenesh rejected amendments to the advertising law in the first reading

Today, the Committee on Science, Education, Innovative Development and Information Technologies, Culture, Sports, and Youth Affairs of the Jogorku Kenesh reviewed the draft law "On Amendments to the Law of the Kyrgyz Republic 'On Advertising'," which was not approved in the first reading.

The author of this draft law is deputy Dastan Bekeshev.

According to Bekeshev, the purpose of the draft law is to protect the rights of homeowners' associations and property owners, allowing them to legally earn income from the placement of advertising structures. He emphasizes the need to prevent unjustified bans on the installation of modern advertising means, such as LED screens.

The deputy reminded that on May 14, 2024, a resolution of the Bishkek City Kenesh No. 134 was adopted, which effectively restricts the placement of LED screens on the facades of residential buildings.

“This contradicts current legislation and constitutional norms,” he said, adding that the city hall requires an expensive facade passport for the installation of such screens.

During the discussion, deputies Gulsharkan Kultaev, Saltanat Amanova, and Toktobubu Ashymbaeva noted contradictions between the norms of the draft law and the conclusion of the cabinet of ministers.

Deputy Bolot Sagynayev raised the issue of LED screen standards, emphasizing the need to include norms for coordination with local self-government bodies in the draft law.

Deputy Mayor of Bishkek Azamat Kadyrov added that the installation of LED screens without prior coordination could negatively affect compliance with the design code of the capital, especially regarding the placement of such structures on the facades of residential buildings, including those from the Soviet era, as it may disrupt architectural harmony.

Bekeshev assured that amendments regarding zoning of territories and the need for coordination with local self-government bodies would be made to the draft law in the second reading.
