Kyrgyzstan and Russia will build a new campus of KRSU for 15 thousand students


The committees of the Jogorku Kenesh responsible for science, education, culture, sports, and youth affairs, as well as for international issues, security, and migration, have given the green light to a bill concerning the ratification of an agreement between Kyrgyzstan and Russia on the establishment of a new campus of the Kyrgyz-Russian Slavic University named after B.N. Yeltsin.

According to the terms of the agreement, the funding for the construction of the campus will be provided from the federal budget of Russia. In turn, Kyrgyzstan will provide a land plot of at least 30 hectares and ensure the necessary connections to engineering networks.

The new educational complex will be located in the village of Baytik and will be able to accommodate up to 15 thousand students. It will include educational buildings, dormitories, a medical cluster, cafeterias, and other facilities necessary for the educational and social process.

Deputy Ministers of Science, Higher Education, and Innovations Bekbosun Borubashev and Gulnura Mamyrova presented information about the project to the deputies. Mamyrova clarified that the implementation will take place in three stages: the first stage is planned for 2026–2027, the second for 2027–2030, and the third from 2030 to 2032.

During the discussion, the deputies raised important questions regarding the obligations of the Kyrgyz side, the timelines for project implementation, educational standards, the number of budget places, and the subsequent employment of graduates. The discussion involved Saltanat Amanova, Gulsharkan Kultaeva, Bolot Sagynayev, and Gulya Kozhokulova, who noted the significance of the project and expressed their support.

In addition, the committee on science approved the initiative to amend the law on personalized accounting of citizens for the purposes of mandatory social insurance. This bill aims to simplify the process of assigning personal identification numbers to both citizens and foreigners, as well as stateless persons.
