In Manas, one of the local residents was held administratively responsible for violating traffic rules and public order.

According to information from the Road Safety Department (RSD), the incident occurred on the morning of March 24 on Murzakula Bolusha Street. The driver was walking a dog while behind the wheel, which was on a leash and running along the sidewalk intended for pedestrians, thus creating obstacles for both passersby and other road users.

This strange way of walking the dog was captured on video by witnesses, who then posted it on social media.

RSD employees quickly identified the offender. On the same day, an administrative protocol was drawn up under Article 189 ("Auto hooliganism") of the Code of Offenses, and a fine of 15,000 soms was imposed.

Article 189 defines "auto hooliganism" as deliberate actions by a driver that demonstrate a clear disrespect for society and violate public order. This category also includes violations of traffic rules and vehicle operation, accompanied by manifestations of unauthorized driving (racing, drifting, and other similar actions).

This offense carries a fine for individuals of 150 calculation indicators, which amounts to 15,000 soms.
