Elections to the Housing Committee: Candidates, citizens, and legal entities have been fined for violating campaign conditions

Today, November 30, the Central Commission for Elections and Referendums of Kyrgyzstan discussed incidents related to violations of pre-election campaigning. As a result, fines were imposed on three candidates, as well as on three citizens and one legal entity.

One of the statements received by the CEC of the Kyrgyz Republic was from Oyatullo Mukhidinov, a candidate from electoral district No. 20. He reported that his campaign worker, citizen Narzullo Amirbekov, was spreading information via WhatsApp that he was solving transformer issues for local residents, promising to complete the work within a week.

The working group responsible for reviewing complaints examined audio recordings posted by N. Amirbekov on social media and confirmed the existence of the stated facts.
Following the review, the Alamedin District Department of Internal Affairs issued a decision noting that the content of the audio materials was not related to candidate T. Aitieva.

The working group recommended imposing an administrative fine of 75 calculation indicators on N. Amirbekov in accordance with Article 65 of the Code on Violations.

Additionally, the CEC of the Kyrgyz Republic received a statement from the representative of candidate from district No. 28, Arslanbek Maliev — R. Mamajanov. It reported that citizens Talant Junkeev and Azamat Omorov were spreading information via WhatsApp accusing A. Maliev of being a "tengrism supporter and not a Muslim," as well as quoting his statement about closing "daavat."

The working group, after analyzing the materials posted on social media, confirmed that the mentioned information was indeed spread via WhatsApp and violated campaigning rules.

As a result, it was recommended to impose an administrative fine of 125 calculation indicators on T. Junkeev and A. Omorov, according to Article 66 of the Code on Violations.

Furthermore, monitoring of social media revealed that candidate from district No. 9, Daut Akhunov Sardarbek, also committed violations by conducting campaigning through the organization of sports events, which is unacceptable.

The working group recommended imposing a fine of 75 calculation indicators on S. Daut Akhunov under Article 65 of the Code on Violations.

Another violation was discovered by the working group: candidate from district No. 15, Jaiylobai Nyshanov, spread a campaign video on WhatsApp that used images of foreign state and political figures.

The working group recommended imposing a fine of 75 calculation indicators on D. Nyshanov as provided by Article 65 of the Code on Violations. Additionally, on November 29, 2025, on the day of silence, information appeared on WhatsApp regarding the placement of campaign materials of candidate from district No. 24 Arafat Ismailov on LED screens in Bishkek.

At the meeting of the working group, a representative of LLC "Advertising World" reported that a contract had been signed with the candidate, under which campaign materials were displayed on the screens from November 10 to November 29, 2025. However, on November 29, due to technical reasons, campaigning continued for some time after the official end of the campaign.

The working group recommended imposing a fine of 75 calculation indicators on the representative of LLC "Advertising World," Alisher Khajiev, in accordance with Article 65 of the Code on Violations.

Moreover, the CEC of the Kyrgyz Republic received a statement from citizen D. Tynibek uulu regarding violations of campaigning conditions by candidate from district No. 19, Rysgul Akimzhanova. At the meeting of the working group, both parties were heard: the applicant and the authorized representative of the candidate, M. I. Abdibaitov.

It was established that on November 29, 2025, at 08:00, on the day of silence, a campaign video material was posted on the candidate's personal page.

The working group recommended imposing a fine of 75 calculation indicators on R. Akimzhanova, according to Article 65 of the Code on Violations. As a result, the CEC of the Kyrgyz Republic, based on the recommendations of the working groups and in accordance with electoral legislation, decided to impose administrative fines: 75 calculation indicators for S. Daut Akhunov, D. Nyshanov, R. Akimzhanova, N. Amirbekov, and Alisher Khajiev, and 125 calculation indicators for T. Junkeev and A. Omorov.
