The Russian Ministry of Defense confirmed that Ukraine struck Voronezh with ATACMS missiles.

According to the Russian Ministry of Defense, on November 18, the Ukrainian Armed Forces made an "attempt" to attack Voronezh using long-range ATACMS missiles manufactured in the USA. It is reported that four missiles were launched towards the city.
The ministry claims that all missiles were successfully intercepted using S-400 systems and the "Pantsir" system. As a result of falling debris, the roofs of a children's home, the Voronezh Regional Gerontological Center, and one private house were damaged. "There are no casualties or injuries among civilians," the ministry noted.

Additionally, Russian military officials determined that the launch site of the missiles was located in the Kharkiv region, where two MLRS launchers were discovered in the vicinity of the settlement of Volosskaya Balakleya. According to the obtained data, a missile strike was carried out on these launchers, resulting in the destruction of both launchers along with their ammunition and up to 10 members of the combat crew.

The Ministry of Defense also stated that Ukraine deliberately struck civilian facilities with ATACMS missiles.
Meanwhile, on the evening of November 18, the General Staff of the Armed Forces of Ukraine announced that Ukrainian forces had used American ballistic missiles ATACMS to attack Russian targets. According to the General Staff, the targets of these attacks were unspecified military facilities on the territory of Russia. Following this, Ukrainian media and Telegram channels speculated that Ukraine might have targeted Voronezh using these missiles.

Voronezh is home to the "Baltimore" airbase, which houses the 47th Bomber Aviation Regiment, actively using Su-34 bombers to carry out strikes on Ukraine.
