According to Muzaev, the main obstacles to enrollment were the low level of Russian language proficiency and errors in documentation. "Only 19% of children were able to pass the necessary tests and provide documents," he noted. "More than 80% of applicants could not meet these requirements," he added.

Starting April 1, 2025, all migrant children will be required to take a Russian language proficiency test to enroll in educational institutions in Russia.

As of September 2023, it became known that most children of foreign nationals did not pass the language proficiency test. A total of 23,600 applications for enrollment were submitted in just five months, but only a little over 8,000 children were allowed to take the exam, and half of them could not complete the tasks.
