The U.S. Embassy in Caracas has published a warning in which the State Department strongly advises Americans to leave Venezuela immediately due to the deteriorating security situation. The message emphasizes that the situation in the country remains extremely unstable.

In light of the resumption of international flights, U.S. citizens in Venezuela are advised to exit the country as soon as possible. They are also recommended to exercise particular caution and to closely monitor their surroundings before departure.

The State Department reports on the actions of armed groups that are setting up checkpoints and inspecting vehicles for any connections to U.S. citizens or their support. Americans traveling on the roads are advised to be especially vigilant.

The warning also notes that there are widespread power outages and disruptions to public services throughout the country.

Venezuela has the highest travel advisory level for travelers - Level 4 ("Do Not Travel"). This is due to serious risks for U.S. citizens, including the possibility of wrongful detention, torture, terrorism, kidnappings, arbitrary enforcement of local laws, and a high level of crime, as well as issues with the healthcare system and civil unrest.

In March 2019, the State Department withdrew all diplomatic personnel from the embassy in Caracas and suspended its operations. Consular services, including emergency assistance, remain unavailable in Venezuela, and the U.S. government cannot assist its citizens in the country.
