According to U.S. President Donald Trump, the current conflict with Iran should be considered a military operation rather than a war, which frees him from the need to obtain Congressional approval. He made these remarks on March 27 at the Future Investment Initiative conference in Miami, noting: "If it's a military operation, I don't need approval. If it's a war, then I need to get approval from Congress."

American media emphasize that Trump has previously avoided the term "war," describing actions against Iran as temporary measures.

According to the U.S. Constitution, only Congress has the right to declare war, while the president is the commander-in-chief of the armed forces. The War Powers Act limits the use of military force without Congressional consent to 60 days unless separate authorization is obtained from lawmakers. In this context, Democrats continue to criticize Trump for conducting strikes against Iran without prior approval from Congress.

Additionally, U.S. Secretary of State Marco Rubio previously stated that Washington plans to complete military operations against Iran within a few weeks and does not consider it necessary to deploy ground troops.
