At a press conference on March 27, following the meeting of G7 foreign ministers in France, Marco Rubio stated that Ukrainian President Volodymyr Zelensky's remarks about American security guarantees being contingent on the withdrawal of Ukrainian troops from Donbas are false.

According to AP, Rubio noted that the U.S. does not require any territorial concessions from Ukraine. He explained that security guarantees cannot be activated until the conflict ends, as that would be tantamount to intervening in hostilities.

Furthermore, he emphasized that Washington has communicated Russia's demands to the Ukrainian side but has not insisted on their fulfillment. Rubio added that the decision regarding possible concessions rests solely with Ukraine, and if the parties are not ready for compromises, the war will continue.

Earlier, Reuters, citing an interview with Zelensky, reported that the U.S. is prepared to provide Kyiv with high-level security guarantees, provided that Ukraine agrees to withdraw its troops from Donbas. Zelensky also warned that such a move could undermine the security of both Ukraine and Europe.

Rubio also mentioned that weapons intended for Ukraine could potentially be redirected to other regions in the interests of the U.S.; however, no decisions in this direction have been made at this time.
