A video of the incident has appeared on social media, showing a man using foul language while in conflict with his neighbors. Eyewitnesses claim that the argument arose over the installation of surveillance cameras.

According to reports, the man opposed the installation of the cameras, which led to a confrontation with the building manager and the workers setting up the equipment. The video also shows him attempting to damage a ladder.

The incident was recorded in the automated information system of the Housing and Utility Services of the Interior Ministry of the Lenin District of Bishkek. The detained individual, born in 1997 and known as Yu. M., was taken to the district police department.

A protocol was drawn up against him under Article 126 "Minor Hooliganism" of the Code of the Kyrgyz Republic. After the paperwork was completed, the man was placed in a temporary detention cell.

The Interior Ministry of the Lenin District noted that the use of foul language and aggressive behavior in public places are punishable under the current legislation of the country.
