The story of the first secretary of the Kochkor district committee M. Taukin, who fell victim to Stalin's repressions and died in prison while awaiting the execution of his sentence.

Kochkor District, located in the northeast of Naryn Region, has its administrative center in the village of Kochkor. It borders Chui Region to the north, Issyk-Kul Region to the east, and Jumgal District of Naryn Region to the south. The area of the district is 6300 square meters. Established in 1930, it was originally named Stalin District.

According to information provided by the Kochkor District State Administration, the local historical museum, and the encyclopedia of Kochkor District, the first leadership of the Kochkor District Committee from 1933 to 1934 was carried out by Taukin Musabek Ibrahimovich.

According to a Turmush correspondent, the name of the first secretary of the Kochkor District Committee was incorrectly listed as "Tokin." In fact, it refers to Taukin Musabek Ibrahimovich, who was Kazakh. Among other district committee secretaries were personalities such as Russian A.P. Polny and Kalmyks Ö.Nosинов, M.Sultanov, and others.

Taukin Musabek Ibrahimovich was born on January 14, 1902, in the Kustanai District of Kazakhstan. His father, Ibrahim, was a farmer and later became a secretary. In the early years of Soviet power, Musabek studied at a city school in the station of Presnogorykovskaya. After finishing the 6th grade in 1920, he joined the Komsomol and then enrolled in the military-political courses of the Red Army in Kazan. In 1921, he was granted membership in the Communist Party, and in 1922 he successfully graduated from his educational institution. During those years, he held the position of head of the agitation and propaganda department in Kustanai Region and was a member of the Provincial Executive Committee. In 1922, he began service in a separate rifle battalion in Kustanai and later became a political instructor in Penza.

From 1923 to 1926, he worked as a political worker in various units, including the 11th Gomel Cavalry Division, where he conducted classes for soldiers. In 1924, he was also a member of the presidium of the executive committee of the Sary-Asy vilayat and the Yavan Tuman. In 1926, he was appointed head of the courses in Oriental Studies in Tashkent, as well as a group for improving the command staff of the Red Army.

In Kyrgyzstan, Musabek's activities began in 1926 when he became the military commissioner of the Kyrgyz cavalry squadron in Frunze and later the secretary of the party bureau. In 1928-1929, he headed the organizational department of the Talas Canton Committee of the VKP(b). In 1930, he became the chairman of the organizational work department of the Kochkor District Party Bureau and actively participated in its formation.

From 1930 to 1931, Taukin served as the first secretary of Stalin District (now Kochkor District) of the VKP(b). In 1932, Jumgal District was merged with Kochkor, forming a single Stalin District, which was divided on May 20, 1935.

In 1931, Musabek Taukin entered the Central Executive Committee of the Kyrgyz ASSR, and from 1931 to 1933, he served as the first secretary of the Jalal-Abad Regional Party of Bolsheviks. In 1933, he became a member of the presidium of the control commission of the VKP(b) in the Kyrgyz region. However, in 1937, he was expelled from the party as a "counter-revolutionary and nationalist."

According to experts, during the period from 1920 to 1950, about 40,000 people from Kyrgyzstan, including party officials, workers, and farmers, were subjected to Stalinist repressions. Among the victims were 87 Kazakhs, of whom 72 were born in Kazakhstan.

Several high-profile state figures of Kazakh nationality worked in Kyrgyzstan, including Iskander Zholomanov, Musabek Taukin, and Sanjar Segizbaev. Despite their merits, they also became victims of political repression. Taukin was arrested on October 17, 1937, and accused of "anti-Soviet activities." The list of those convicted, published on April 19, 1938, included 21 people sentenced to execution.

Musabek Taukin died in prison awaiting execution of his sentence, and only on February 9, 1994, was he posthumously exonerated.
