According to the Ministry of Culture, this new package of documents was created taking into account the current legislation in the field of library activities and aims to standardize processes related to the formation, accounting, storage, and use of library collections at the national level.
The collection, which consists of over 80 pages, covers a number of key aspects, including:
- the main principles of forming, accounting for, and managing collections;
- methods for replenishing collections and developing their composition;
- storage standards, including fire safety, conservation, and restoration requirements;
- inventory procedures, as well as the decommissioning and withdrawal of documents;
- features of working with materials that have restricted access;
- organization of reference and bibliographic apparatus, catalogs, and card files;
- rules regarding the transfer, storage, and use of traditional and electronic resources.
The approval of this collection creates a unified methodological framework for libraries at all levels—republican, regional, city, district, and rural—contributing to the standardization of approaches throughout the country.
The implementation of this document is expected to improve the quality of preserving the national documentary heritage, strengthen legal and technological mechanisms for protecting collections, and modernize the library sector through the development of electronic and remotely accessible resources.
The collection serves as a practical guide for library staff, offering clear and transparent instructions for working with all types and formats of documents.
