Currently, the Ministry of Internal Affairs of the Kyrgyz Republic is actively engaged in preventive measures to prevent offenses among youth. In Bishkek, an inspector for juvenile affairs has been assigned to each school, and there are also neighborhood inspectors. This was reported by the head of the Public Safety Service of the Ministry of Internal Affairs, Nurzhan Adylova, in an interview on Birinchi Radio.

The head noted that since the beginning of this year, a large-scale forum titled “New Generation – Bright Future!” has been held, which involved representatives from various government structures and deputies of the Jogorku Kenesh aged up to 35 years. The forum took place in seven regions and two cities — Bishkek and Osh, where deputies called on youth for peaceful conflict resolution.

Previously, inspectors were assigned to administrative districts; however, they now perform their functions based on electoral districts, which allows them to more effectively engage in crime prevention.

In addition, forums titled “Safety” aimed at combating extremism, drug addiction, and other crimes were held in the Issyk-Kul, Chui, Jalal-Abad, and Osh regions, Adylova added.

“School racketeering is a serious problem that can exert psychological pressure on children. According to the law on crime prevention, all interested parties, primarily parents, must participate in this process. I am confident that the work of the Ministry of Internal Affairs is being carried out at the proper level,” she emphasized.

Nurzhan Adylova also reminded about the development of operational prevention standards for children and women in 2021. Information stands have been placed in schools, clearly indicating whom to contact for psychological and medical assistance.

“Work was also carried out in Karakol, but this is not enough. Inspectors change, and staffing sometimes causes difficulties. Nevertheless, we understand that this is partly our fault, as there have been cases where we did not pay sufficient attention,” she acknowledged.

According to Adylova, unfortunately, it is not uncommon for parents to distance themselves from their children, especially during the difficult teenage period. Often, when children become uncontrollable, parents blame the school and police for insufficient effectiveness, while they themselves do not take any concrete actions for their upbringing.

“As law enforcement agencies, we conduct raids, develop plans, and provide support. However, preventive measures must be implemented at all levels. First and foremost, parents need to actively engage in the upbringing of their children and the formation of their behavior in society. At the same time, every employee must strictly adhere to the law in their work,” Nurzhan Adylova concluded.
