This inspection began after a representative of the parent committee of the 9th "A" class of secondary school No. 7 addressed a letter to the Deputy Chairman of the Cabinet of Ministers and the Chairman of the SCNS KR, Kamchybek Tashiev, regarding instances of systematic violence in the institution.
As a result of investigative actions, it was established that the responsible authorities did not carry out the necessary preventive work with minors and failed to fulfill tasks aimed at reducing juvenile delinquency and educating youth in the spirit of moral values.
According to the SCNS resolution, the head of the education department of the Karakol mayor's office and the inspector for juvenile affairs of the local internal affairs department were relieved of their positions. Additionally, several leaders and police officers received disciplinary penalties, including reprimands and severe reprimands, and were deemed partially unfit for their positions.
Students from the senior classes of school No. 7 and a student from one of the colleges were placed on special registration by the local internal affairs department.
To prevent similar incidents, the SCNS recommended that the Ministry of Education, the presidential representative in the Issyk-Kul region, the Karakol mayor's office, and other relevant organizations develop additional preventive measures, strengthen educational work, and ensure the implementation of the state concept for preventing offenses for 2022–2028.
