At secondary school No. 7, named after K. Mendegul uulu in Karakol, the State Committee for National Security (GKNB) discovered facts of systematic violence. As a result of the inspection, personnel and disciplinary measures were taken against several officials, and investigative actions are ongoing.
It was established that the inspection was initiated based on a statement from a representative of the parent committee of the 9th "A" class, who approached the chairman of the GKNB, Kamchybek Tashiev, with information about ongoing violence in the educational institution.
During the investigation, it was revealed that the responsible state authorities failed to ensure proper prevention of offenses among youth and did not fulfill their tasks related to the moral and spiritual upbringing of the younger generation.
In connection with the identified violations, the GKNB decided on the necessity to eliminate the causes contributing to the commission of crimes. As a result, the head of the education department of the Karakol mayor's office and the juvenile affairs inspector of the city’s police were dismissed from their positions.
Disciplinary measures also affected the leadership and staff of the Karakol police, the head of the Jyrgalan city police department, and the vice-mayor of Karakol for social issues, who received reprimands and severe reprimands, as well as warnings about incomplete official compliance.
Additionally, according to the instructions of the Ministry of Internal Affairs of the Kyrgyz Republic, senior students of school No. 7 and a student from one of the colleges were placed on special registration with the police.
To prevent similar cases in educational institutions in the Issyk-Kul region, local authorities and state bodies are recommended to develop and implement additional preventive measures, as well as to strengthen efforts for the spiritual and moral education of youth within the framework of the national plan for 2022–2028.
