They Even Kick the Downed. Kamchybek Tashiev is Asked to Respond to the "System" in One of the Schools

Maria Tsareva, a resident of Karakol, appealed to the head of the State Committee for National Security, Kamchybek Tashiev, asking him to pay attention to the situation at secondary school No. 7, located in the village of Pristan-Przhevalsk, part of the city of Karakol in the Issyk-Kul region.

According to her, in early September, the mother of one of the students, who has long lived in Moscow, approached her. She reported that her child was afraid to attend school.

As she recounted, the boy said that there is a certain "system" in the school where students are gathered and beaten. "I couldn't believe my ears. I called my son, he was crying and confessed: 'Yes, we really have a "system," we've been in it for several years, but it's dangerous to talk about it, otherwise we are threatened with retribution. I'm scared!'" she shared.

Tsareva also wrote to a teacher, asking whether the school administration was aware of what was happening. The teacher replied that the juvenile affairs inspection had conducted conversations with the students. After that, rumors began circulating in the school that parents had learned about the situation. "Now our children are being caught in the bathrooms and threatened: 'As soon as everything calms down, we will continue,'" Tsareva reported.

Nevertheless, on November 4, one of the students from the 9th grade 'A' class was again harmed by an eleventh grader who threatened retribution if they did not gather in the grove the next day.

"Since the school and the inspectors claimed that no facts of violence had been recorded and no statements had been submitted, the teacher and the social educator decided to monitor the situation themselves. They sought help from several men. Later that night, they managed to catch the older students in the grove, where the tenth graders and some ninth graders were present. The inspection arrived, the children were taken to the local department, and the parents were called. There, the children began to confess to the existence of a 'system,' swearing that they wanted to get out of it," Tsareva noted.

"The school agreed to cooperate, the inspection issued another warning, and asked parents not to let their children out after 8:00 PM. However, I have already submitted online complaints about the systematic violence against students and the inaction of responsible officials to the GKNB, the General Prosecutor's Office, the Ministry of Internal Affairs, and the Ombudsman. Soon, I, a ninth grader, and an eleventh grader were called back to the GUVD. The investigator stated that he would not accept our statement but would call the parents of the victim. Then he gathered the 9th and 11th grades, the school administration, and the class teacher, stating that he had two documents: my petition and a statement from one parent about a fight, which she later withdrew. When I spoke with her, she told me that she had been pressured, threatened with dismissal, and therefore had to withdraw her statement," recalled a member of the parent committee.

"My son described who beat him, how, and where. His classmate also confirmed these facts. They recounted that they were first hit on the forearm, then kicked even while lying down. 'You had to puff out your cheeks like a hamster to avoid leaving marks from the blows,' she added.

A few days later, the mother of the boy from whom it all started arrived from Moscow. They also submitted a statement. Later, another boy came with his parents, who reported that he had transferred to another school due to systematic beatings. I asked the school administration to organize another meeting, but they claimed that parents were pressuring them and that it was impossible to resolve this issue. I made an announcement in local chats about the planned meeting.

Some parents, an IDN inspector, and representatives of the ayil okmotu attended the meeting. The elder's court reported that they would not be able to attend for reasons. At the meeting, I read all the facts and recorded them on video. Parents began to share that this was not the first case, mentioning another boy who was so bullied that he did not attend school and just sat by the lake waiting for classes to end. He was beaten so badly that he was afraid to go outside and take the minibus.

The grandfather of one boy also reported that older students were taking money from his grandson, forcing him to walk home. Soon, more cases began to emerge. The school claims to be aware of the situation but does not know how to handle it. Interestingly, the parents of the older students at the head of this 'system' were not present at the meeting.

After the calls to parents began at the GUVD, they came to me asking to withdraw the statement, arguing that we live in the same village and such actions are unacceptable. 'These are just kids, we don't need a scandal,' they said. I replied, 'Do you understand that your children have been beating my son for a year and a half? And this is not just about my son.' I did not give in, and the grandmother of one of the boys reminded me of a similar incident in Mikhailovka, when parents did not react, and their house was burned down, and their children were beaten," Tsareva recounted.

"A major scandal erupted, in which the social educator was blamed, although she had been actively working with the children, even taking hooligans to prison to show the consequences of their actions. The head of the Karakol GOVD also came here, listened to me, and stated that he would help fight this 'system.' He expressed regret that all this had been hidden for so long and promised to act within the law," added the mother of the ninth grader.

'The system' began functioning two years ago when the current ninth graders were in the 7th grade.

"When we were invited into the 'system,' we were told: 'We will greet and respect each other.' But in the 8th grade, beatings began, and starting in September, the older students gathered us at 8 PM and held us until 1 AM, threatening physical retribution if anyone tried to leave. The children were afraid to receive the first blow and stayed until the end. This is just a small part of the children's stories.

Some parents suggest expelling the hooligans from school, but that will not solve the problem. They will be sent to another school, and the situation will repeat itself. We need to work with them, involve psychologists, because these are children who have also become victims of violence and did not just become this way," Tsareva concluded.

Opinion of a Parent

The mother of one of the eleventh graders, allegedly leading the 'system,' disagrees with Tsareva's claims. She told Kaktus.media that her son is not involved in these events.

"I am sure he has nothing to do with this! He has no time, school, home, and also a household. How can he participate? He hasn't said anything about it," the woman noted.

According to her, she could not attend the meeting at the school due to work.

Reaction of the Educational Institution

The deputy director for educational and upbringing affairs told Kaktus.media that she had no time for conversations and hung up the phone.

Acting Director Elena Vykhodtseva noted that law enforcement agencies are working on this matter, so she cannot provide any information.

Situation in the Police

In the Issyk-Kul region's GUVD, Kaktus.media was informed that a statement about intimidation among students was submitted by a resident of the village of Pristan-Przhevalsk. It was registered, and a preliminary investigation was initiated.

Interrogations of the school administration, teachers, and social educators were also conducted. They confirmed that some students were afraid of the older students, but no facts of violence were recorded. The students were assigned a forensic medical examination, which they and their legal representatives refused.

As a result of the investigation, the materials were sent to the territorial inspector of the juvenile affairs inspection of the Karakol police for further action.

The Issyk-Kul region's GUVD also emphasizes that additional measures are currently being taken to prevent and identify such offenses, urging parents to interact with law enforcement and report any suspicious situations immediately to ensure the safety of children.
