Case of 42.7 million soms: land of Chui University transferred to the rector's family

The State Committee for National Security of the Kyrgyz Republic (SCNS) commented on the ongoing investigation concerning the Chui State University named after S. Mambetkaliev. A criminal case was initiated on suspicion of the legalization (laundering) of illegally obtained funds under Article 222 of the Criminal Code of the Kyrgyz Republic.

During the investigative actions, it was revealed that a land plot of 1.1 hectares, allocated in 1994 for the needs of the educational institution, was illegally divided and sold. The plot is located at the intersection of Suyumbaeva and Osmonkula streets in Bishkek.

After the death of the university's founder, the management of the educational institution effectively passed to his daughter Cholpon Mambetkalieva. According to the SCNS, instead of developing the educational process, the management decided to divide the land and sell it to third parties, changing the intended use of the land.
Two of the sold plots were developed into multi-apartment residential buildings.
The remaining part of the land was used for purposes other than intended and is rented out for fast food.

On part of the university's territory, which was transferred to private ownership, a two-story house was built, where the rector's family resides.

The SCNS believes that the use of state land for personal purposes became possible due to the "patronage and loyal attitude of the controlling authorities," which allowed the Mambetkaliev family to turn the educational institution into a source of personal illegal income.
The investigation aims to identify facts of illegal appropriation and return the property to state ownership.
At the same time, the competent authorities will check the educational process at Chui State University. Officially, about 800 students are registered at the university; however, the actual number may be significantly lower. The SCNS suspects that this may lead to the issuance of diplomas to students who do not attend classes and qualifying exams.
The Ministry of Science, Higher Education, and Innovations is taking steps to redistribute students to other colleges and universities.
The SCNS also pointed out that Cholpon Mambetkalieva publishes materials on social media that evoke feelings of pity among citizens, which may be used to shape the desired public opinion.
