
The State National Security Committee (GKNB) of Kyrgyzstan responded to a number of publications on social media regarding the investigation related to Chui State University named after S. Mambetkaliev:
In 1994, a land plot of 1.10 hectares was allocated for the construction of a republican higher college, now known as "Chui State University named after S. Mambetkaliev." The plot is located in Bishkek, on Suymbaeva-Osmonkula Street (formerly Karpiński and Naberezhnaya).
After the death of S. Mambetkaliev, his daughter, Cholpon Mambetkalieva, effectively took over the university. However, for over 30 years, instead of developing educational processes, the university's leadership divided this land plot into separate plots, which were sold to third parties with a change in their designation.
Two of the sold plots were built up with apartment buildings, while the remaining territory is being used for purposes other than intended and is rented out for fast food outlets.
Additionally, part of the university's territory was transferred to private ownership, where an elite two-story house was built, in which the rector's family — Cholpon Mambetkalieva — resides.
This use of state property for selfish purposes became possible due to the support and loyalty of the controlling bodies. As a result, the Mambetkaliev family profited materially, turning the educational institution into a means for illegal enrichment.
The investigation aims to identify facts of illegal appropriation of property and its return to state ownership in accordance with the law.
The competent authorities will also conduct an audit of the educational activities at the university, where about 800 students are officially enrolled, while the actual number is significantly lower. This leads to the issuance of diplomas to those who do not attend classes and exams.
At the same time, the Ministry of Science, Higher Education, and Innovations of Kyrgyzstan is working on redistributing students to other colleges and universities.
The GKNB will continue its work in this direction and will inform the public about the progress and results of the investigation.
Cholpon Mambetkalieva also publishes materials on social media that evoke sympathy from citizens, which may be used to shape public opinion and gain personal benefit.
