School racketeering and beatings in Karakol: the results of the inspection were announced by the GKNB

Officials and law enforcement punished, teenagers registered


The State Committee for National Security (GKNB) provided the results of the inspection related to incidents of beatings among high school students and extortion from younger students at school No. 7 named after K. Mendegul uulu in Karakol.

A few days ago, a message appeared on social media from Maria Tsareva, a member of the parent committee of one of the classes and a resident of the village of Pristan-Przhevalsk in the Issyk-Kul region. She reported that acts of racketeering and violence against younger students were occurring at the school.

As a result of the inspection, the GKNB found that the work of state structures to prevent offenses among youth was not being conducted at an adequate level.

In this regard, a decision was made to eliminate the factors contributing to crime. As a result, the following were dismissed:

- T.A.T., head of the education department of the Karakol mayor's office;

- A.B.B., juvenile affairs inspector of the Karakol Internal Affairs Department.

Additionally, disciplinary measures were applied to:

- B.Ch.Ch. [Beishembiev Chyngyz Chynybekovich], head of the Karakol Internal Affairs Department – reprimand;

- his deputy B.M.T. – strict reprimand;

- K.A.K., juvenile affairs officer of the criminal investigation department – incomplete compliance with service requirements;

- M.A.K., head of the Jyrgalan Internal Affairs Department – reprimand;

- A.N.M. [Alapaeva Nurzhan Musaevna], vice-mayor of Karakol – strict reprimand.

Also, in accordance with the "Instruction on the Organization of the Activities of the Juvenile Affairs Inspection," approved by the Ministry of Internal Affairs of the KR Order No. 436 dated July 17, 2024, the following students were placed on special record in the Internal Affairs Department:

- 11th-grade students of school No. 7 named after K. Mendegul uulu N.B., K.I., A.A.;

- 10th-grade students I.S., A.Sh., A.B., E.D., D.U., A.Z.;

- a student of the KGUA college named after Zh. Balasagyn N.R.

Investigative activities are ongoing.

To prevent similar incidents in the future, the Ministry of Education, representatives of the president in the Issyk-Kul region, the Karakol mayor's office, the Internal Affairs Department of the Issyk-Kul region, and the administration of school No. 7 are recommended to develop effective measures and prevention plans, strengthen work on the spiritual education of youth, and take all necessary measures to implement the National Action Plan within the framework of the "Concept of State Policy for the Prevention of Offenses for 2022-2028."
