The Ministry of Culture will start checking the content of TV channels from March.

On January 15, at a meeting chaired by the Deputy Minister of Culture, Information and Youth Policy Marat Tagaev, information was shared about upcoming inspections of the programming content on Kyrgyzstan's television channels, which will begin in March 2026. By the end of the year, necessary measures are planned to ensure that television channels comply with legislative requirements.

Present at the meeting were leaders and representatives of television channels, as well as employees of the institutions "Kyrgyzfilm" and "Kyrgyzserial." There are 42 television channels operating in the country, of which only two—NTRK and ELTR—receive state funding.

During the discussion, the issue of compliance with the legislation requiring media outlets to provide at least 60% of content in the Kyrgyz language during prime time was raised. Tagaev noted that some private television channels continue to air programs created more than ten years ago, merely to meet legal requirements.

“Private television channels have the right to develop according to their strategy; however, the norms of the law, especially regarding the use of the Kyrgyz language, must be adhered to. I am aware of the situation in the media market, and our task is to protect the interests of viewers,” emphasized the deputy minister.

Currently, measures to close channels that do not meet established requirements are not being implemented. However, they should not distract viewers from channels that operate according to modern standards by repeating old programs and films. By the end of 2026, measures will be taken against such channels, Tagaev stated.

The deputy minister suggested that private television channels consider acquiring new films and series from "Kyrgyzfilm" and "Kyrgyzserial" to be the first to show them to viewers. Currently, these organizations have about 400 films in their archives, as well as more than 40 animation projects.

According to the deputy minister, private channels can enter into agreements with state institutions within 1.5 months to secure content for themselves. In the absence of contracts, produced films will be transferred to state television channels. Additionally, the Ministry of Culture will offer program packages from private companies. Quality control of the content created under these initiatives will begin in March.

The meeting also addressed the quality of new films. The management of the national television channel noted that not all recently created films meet high standards. In situations where the artistic council decides not to air a film, the creators report obtaining permission for commercial use from the ministry.

The deputy minister responded that there is currently a problem with the quality of domestic content; however, over time, there will be an opportunity to select only the best works.

This year, a tender is also planned for the creation of an animated cartoon in the Kyrgyz language with a budget of 50 million soms. Given the use of artificial intelligence, requirements for performers will be developed.

Furthermore, this year, the Ministry of Culture will announce a tender for content for print media (newspapers, websites) for the first time, with an estimated budget of 10 million soms.
