
The National Investment Agency under the President of the Kyrgyz Republic has initiated a public discussion on changes to the requirements regarding free economic zones.
The proposal concerns the revision of rules related to barriers and access to tourist and exhibition facilities within the SEZ, including the planned museum of retro cars in Bishkek.
The main goal of these changes is to create a more attractive environment for investment in the tourism sector, support exhibition activities, and fulfill the Investment Agreement signed on April 28, 2025, between the government and LLC "Invest KJ Holding," concerning the reconstruction of the old Western bus station building on Jibek Jolu Avenue (605) for the future museum.
The draft resolution also proposes to ensure a level of visual accessibility for the exhibition complex as part of the free economic zone, while adhering to necessary security measures.
The key tasks of this project are:
- to create a legal framework for changing the technical requirements for the materials of barriers at tourist facilities within the SEZ;
- to develop barriers that meet modern standards of exhibition-museum architecture and the urban aesthetics of the capital;
- to ensure convenient access for visitors to the museum of retro cars;
- to increase the international attractiveness of Kyrgyzstan for year-round family tourism;
- to promote the growth of tax revenues from facilities located around the exhibition complex.
Furthermore, the document suggests establishing rules for visiting the exhibition complex, which will be located in the building of the former Western bus station, considering the requirements of the SEZ "Bishkek."
The adoption of this resolution is necessary not only for the implementation of the investment agreement but also for the functional use of the exhibition-museum complex. It is expected to transition from traditional concrete barriers to more aesthetic and open materials, as well as to create comfortable conditions for visiting the complex, including for foreign tourists.
The completion of the investment project is planned by August 31, 2025, with a total investment exceeding 875 million soms.
