
Special permission will be required to use UAVs
In Kyrgyzstan, rules for owners of unmanned aerial vehicles (UAVs) are being tightened. The State Agency of Civil Aviation under the government of the country has initiated a public discussion of a draft new order concerning the aviation rules of the Kyrgyz Republic "APK-6. Part IV. Operation of aircraft. Unmanned aerial vehicles."
The proposed regulations will govern the use and operation of drones for both Kyrgyz citizens and foreign users.
According to the new requirements, UAV owners will be required to:
- register their UAVs in a special registry,
- provide a UAV operator certificate, which will include the requirements for its issuance, health restrictions, and restrictions on the use of psychoactive substances, as well as the rights of the certificate holder;
- undergo a certification procedure for the operator, including application submission, documentation assessment, inspections, and ongoing monitoring;
- present documents confirming the performance of aviation works;
- obtain permission considering minimum allowable altitudes, prohibited zones, and flight restriction areas.
These new requirements will be mandatory for both citizens of the Kyrgyz Republic and foreign nationals planning to import drones into the country.
