School directors in Kyrgyzstan want to be appointed without interviews

The Cabinet of Ministers of Kyrgyzstan has initiated discussions on a new draft resolution regarding the procedure for conducting competitive selection for the appointment of directors of educational institutions, including schools and kindergartens.

This document proposes the creation of a unified mechanism for selecting leaders of state and municipal educational organizations, which is currently regulated by several separate normative acts.

The main goal of the project is to consolidate existing norms into a single system and transition to digital processes in competitive procedures.

To automate the selection process, the information system "Mugalim" will be used, which will be integrated with the interagency electronic interaction system "Tunduk." This will simplify the submission of documents, information verification, job vacancy publication, and the formation of a personnel reserve.

Centralized computer testing will become the main stage of the competition, while interviews will be canceled. As stated in the justification of the project, this should help reduce the level of subjectivity and minimize the risks of corruption.

Testing is planned to be conducted twice a year, and the results will be published immediately after the completion of the process, with the possibility of filing appeals.

Candidates who successfully complete the testing will enter the digital reserve of leaders, and appointments to vacant positions will be made from among those who scored the highest points.

A probationary period of six months is also provided, after which a fixed-term employment contract for five years may be concluded with the new leader, or a decision may be made to relieve them of their duties.
