The speaker was Deputy Minister of Defense Talaybek Sharshiev. The proposed changes suggest the following fee amounts:
- 250 calculation indicators for citizens called up for family circumstances;
- 400 calculation indicators for citizens with health restrictions;
- 500 calculation indicators for members of registered religious organizations;
- 750 calculation indicators (75,000 soms) for citizens aged 22-40 who have not completed military service or have completed alternative service and wish to undergo mobilization reserve training;
- 900 calculation indicators (90,000 soms) for conscripts under 30 years old with higher education who wish to undergo training under the reserve officer training program.

She expressed dissatisfaction that the bill was submitted for the second reading just three days later, which violates the regulations. "Why such haste?" the deputy asked.
Sharshiev replied that the need for prompt adoption is related to the start of the spring draft.
"As you know, the draft occurs twice a year. The President issued a decree for the spring draft, and we need to hurry to adopt this bill and notify the relevant structures," he explained.
Shairbek Tashiev also expressed doubts about such haste.
"If the bill was really necessary, it should have been presented in advance, a month before. There should be at least two weeks between the first and second readings, not three days," he noted.
Burun Amanova added that the urgency of adopting the bill creates the impression that the Ministry of Defense prefers alternative service over actual military service.
Despite the discussions, the deputies approved the bill in the second reading.
