Significant changes have begun in the GKNB aimed at reforming its structure and organizational aspects. These measures are intended to create a mobile and professional service capable of effectively guaranteeing national security and protecting constitutional foundations, taking into account the changing conditions on the international stage. This was reported by the new head of the agency, Jumgalbek Shabdanbekov, in an interview with the publication "Evening Bishkek".

“The reform is being carried out in stages and in accordance with the norms of legislation, as well as the priorities of state policy in the field of security. Structural changes have already been implemented: the state protection and Border Service units have been excluded from the GKNB,” he noted.

As for organizational and staffing transformations, they are aimed at optimizing the staff size, redistributing functions, improving analytical work, and strengthening human resources. Shabdanbekov emphasized that special attention will be paid to discipline, responsibility, moral training of employees, and the introduction of modern management methods.

“The main focus will be on classical and traditional methods for both operational and analytical work,” he added.

According to the head of the GKNB, “the depoliticization of the agency is necessary, freeing it from the influence of political parties and ideologies, as well as from any opportunistic interests. The state committee should not act as an instrument of political struggle.”

“The next important stage will be the professionalization of the structure, where priority in appointments to leadership positions will be given to professional qualities rather than political loyalty,” he emphasized.


In the future, the GKNB will strive to eliminate any manifestations of tribalism and regionalism, so that appointments and operational decisions are based solely on professional qualities.

“If this is not done, especially in law enforcement structures, it may lead to the persecution of dissenters, an increase in corruption, which the GKNB is actively fighting against, as well as paralysis of operational activities. Ultimately, this could negatively affect the reputation of security agencies. The system is gradually transitioning from a geographical approach to a logic of competencies, which is a step towards a more mature political model of state governance,” he noted.

According to Shabdanbekov, “the qualitative transformation of the state committee implies a transition to lawful management methods, with an emphasis on legal and civil approaches to ensuring security. We must abandon the ideology of intimidation and create a modern national service that meets the demands of the time.”
