The city of Osh has doubled in size: About 239 million soms allocated for the development of the master plan

On March 4, during a session of the Osh City Council, Deputy Kutmanaly Abdrakhman uulu raised the issue of the progress in developing the general plan for Osh.

Deputy Head of the Department of Urban Planning and Regional Architecture, Mirlan Ömüraliyev, reported that the ministry's department responsible for construction is working on creating a new general plan for the city of Osh.

He added:

“The existing general plan for the city was adopted in 2016 and was valid until 2025. As a result of the administrative-territorial reform, Osh has doubled its boundaries, so we have started creating a new plan. The department under the Ministry of Construction, together with local authorities, has prepared a budget estimate amounting to 238 million 919 thousand 646.24 soms.”

Kutmanaly Abdrakhman uulu inquired about how much funding would be allocated from the budget for this project in the current year.

The first deputy mayor reported that for 2023, the local budget has allocated 60 million soms for the development of the general plan.

The deputy expressed doubt, reminding that the architecture department cites a figure of 238 million soms.

Additionally, he noted that the buffer zone of Sulayman-Too covers 5,000 hectares and asked what budget estimate is provided in this context.

In response, Mirlan Ömüraliyev stated that the Ministry of Culture, Information, Sports, and Youth Policy has approved an amount of 3 million 123 thousand 760 soms for assessing the impact of new constructions on the UNESCO World Heritage site “Sacred Mountain Sulayman-Too,” as well as for the architectural and planning development of the historical center of Osh within the framework of the detailed planning project.

Abdrakhman uulu, recalling the case in Samarkand, emphasized that Kyrgyzstan's reputation should be a priority over any construction projects.

“In Samarkand (Uzbekistan), a 16-story building was constructed in a UNESCO-protected area, and it was subsequently demolished,” he noted.

In conclusion, it was mentioned that the specified amount may increase during the work on the general plan.
