Cars manufactured in the EAEU member states have the right to participate in road traffic on the territory of Russia if all legislative conditions are met.
“To participate in road traffic, it is necessary to have a valid OSAGO insurance contract that specifies the driver operating the vehicle. Vehicles registered in EAEU countries, including Kyrgyzstan, can be used in the territory of the Russian Federation without temporary import,” the Ministry noted.
At the same time, the ministry emphasized that drivers wishing to permanently use a vehicle in Russia are required to register it with the traffic police.According to representatives of the Ministry of Internal Affairs, “the owner of the vehicle must apply to the registration department for registration within 10 days from the moment of acquiring ownership of the vehicle if it has not been previously registered in Russia.”
To register a vehicle, an electronic passport (EPTS) with the status of “valid” is required.
“State registration of a vehicle previously registered abroad is possible only with a properly issued electronic passport, confirmation of passing the mandatory technical inspection, and compliance with other requirements of Russian legislation,” the Ministry added.
The ministry also discussed the use of vehicles registered abroad based on a power of attorney.
“Such vehicles can legally participate in road traffic in Russia if legislation is followed. At the same time, the person operating the vehicle based on a power of attorney is not required to register it with the traffic police,” the Ministry emphasized.
However, all property risks associated with the possible termination of the power of attorney or revocation of the owner's authority are borne by the person actually using the vehicle, the agency noted.
