This document was developed to fulfill Kyrgyzstan's international obligations arising from its accession to the ADR agreement. It should be noted that the decision to join was made on June 30, 2025, by Cabinet Resolution No. 379.
The ADR agreement defines the conditions for the international transport of dangerous goods using road transport. It introduces uniform safety standards covering the classification of goods, packaging, labeling, vehicle requirements, and the organization of the transport itself.
This agreement applies between the participating countries and pertains to transports that pass through the territories of at least two of them.
To implement the agreement in Kyrgyzstan, several government agencies will be involved, including:
- Ministry of Transport and Communications,
- Ministry of Internal Affairs,
- Ministry of Emergency Situations,
- Ministry of Water Resources, Agriculture, and Processing Industry,
- Center for Standardization and Metrology,
- Veterinary and Phytosanitary Supervision Service.
- The coordination of the work of these bodies will be entrusted to the Ministry of Transport and Communications.
The explanatory note emphasizes that the relevance of the new rules is related to the high degree of risk inherent in such transport. Improper transportation can lead to accidents, explosions, and fires, making it necessary to establish uniform norms and improve the quality of transport safety.
It is also noted that the adoption of this draft will not require additional financial expenditures from the republican budget and will not cause negative social, economic, or environmental consequences.
