A system for early detection of biological threats will be established in Kyrgyzstan.

The Cabinet of Ministers of the Kyrgyz Republic has presented for public discussion a draft resolution concerning the approval of the procedure for preventing and warning against biological threats. This document has been created in accordance with the Law "On Biological Safety in the Kyrgyz Republic," which was adopted in January 2025.

As part of the project, it is planned to establish an effective system for monitoring, detecting, and responding to biological threats. In particular, the Ministry of Natural Resources, Ecology, and Technical Supervision will become the authorized state body responsible for biological safety. This agency will coordinate its actions with the Ministry of Health, civil protection services, meteorological institutions, customs authorities, as well as veterinary and phytosanitary control structures.

According to the project, information about potential biological threats will be exchanged through a unified digital platform for data accounting and exchange. Interaction with government bodies of the Eurasian Economic Union countries and international organizations is also planned.

The project includes measures for regulatory regulation and control over the handling of pathogenic biological agents, licensing activities related to biological materials, as well as educational work among the population.

Additionally, preventive measures will be implemented, such as vaccination, sanitary and epidemiological measures, laboratory diagnostics, risk monitoring, and the development of a system for the early detection of infectious threats.

The document provides for the introduction of five levels of biological threat: critical, high, medium, acceptable, and low.

Requirements for the physical protection of potentially dangerous biological facilities will also be established, including access control systems, video surveillance, autonomous power supply, and waste disinfection.

The project also includes the creation of a register of biological agents, as well as a system for their accounting and traceability, including the procedure for the destruction of hazardous biological materials, such as smuggled samples or samples that have lost their properties.

The justification note states that the adoption of this document will create a unified system for preventing biological threats, ensure the early detection of dangerous infections, and reduce the risks of emergencies of a biological nature.
