The main goal of this document is to establish unified requirements for the organization and implementation of sanitary and anti-epidemic measures aimed at preventing the importation and spread of quarantine infections that pose a threat to public health.
According to the draft, the new rules will be mandatory for all state structures, organizations, and officials, regardless of ownership form. The laws of the Kyrgyz Republic regulating health protection and public health, as well as international treaties and medical and sanitary rules adopted in 2005, were used as the basis for these norms.
In the event of a deterioration in the epidemiological situation, the opening of additional sanitary and quarantine points at the borders with neighboring countries, including the People's Republic of China, is provided for.
It is planned to strengthen control over sanitary norms in all types of international transport and at border crossing points.
A separate section of the draft describes measures that may be taken in the event of a threat of infection spread, including temporary restrictions on border crossing at certain sections and the introduction of quarantine measures. These actions will be carried out in coordination with the Ministry of Health. The document also contains requirements for the actions of services in case of detecting individuals with infectious symptoms on transport and the procedure for conducting sanitary inspections, disinfection, and other necessary procedures.
The comprehensive plan for 2026–2030, as indicated in the explanatory note, is intended to ensure effective inter-agency coordination and readiness of services for the rapid localization and elimination of outbreaks of dangerous infections.
