Deputies propose to reduce the response time to citizens' appeals

It is planned to reduce the response time of government agencies from 14 to 10 working days



A draft law has been submitted to the Mazhilis of Kazakhstan, proposing to shorten the period for considering citizens' appeals by government agencies. The initiators of this document are several deputies.


According to current legislation, authorities are required to respond to appeals within 14 working days. The proposed change suggests reducing this period to 10 days.


The deputies argue their position by stating that significant changes have occurred in the work of government structures in recent years due to digitalization. Many document flow processes are now carried out in electronic format, and the exchange of documents between various agencies is conducted through modern digital systems.


Previously, a significant amount of time was spent on processing paper documents, their registration, and approval. Currently, most of these operations are performed faster and more efficiently in electronic form. Therefore, many citizens' appeals are already being processed more quickly than stipulated by law.


The authors of the draft law are confident that reducing the response time will enhance the responsiveness of government agencies to citizens' requests and, consequently, improve trust in state institutions.


It is specifically emphasized that these changes may be particularly relevant for Kyrgyz citizens abroad, including labor migrants. For them, the prolonged waiting for responses from government agencies or foreign institutions is often associated with additional costs and difficulties. Accelerating the response process, according to the deputies, will help resolve issues with documents more quickly and obtain necessary assistance.


However, some deputies expressed their disagreement with this initiative. They pointed out that there are appeals that require more time to prepare responses. Deputy Talaybek Sarybashev noted that some agencies receive a large number of appeals, and responding to them within tight deadlines is physically impossible, which could lead to accountability after the adoption of the draft law.


In response, Deputy Baktyyar Kalpaev, one of the initiators of the draft law, explained that in such cases, civil servants have the right to extend the response time to 30 days.


It should be noted that this draft law has already been adopted by the Mazhilis in the first reading.
