New KRSU Campus: Kyrgyzstan to Allocate Land and Provide Infrastructure

A draft law concerning the ratification of an agreement signed between the government of the Kyrgyz Republic and the Russian Federation has been submitted to the Jogorku Kenesh. This agreement pertains to the conditions for the construction of a new campus for the Kyrgyz-Russian Slavic University, named after the first president of Russia, Boris Yeltsin. The signing took place on November 26, 2025, in Bishkek.

As part of the agreement, the creation of a new educational campus in Kyrgyzstan is planned to improve the infrastructure of the KRSU. This project aims to develop the university's educational base and will allow for the training of up to 15,000 students. It includes plans for the construction of educational buildings, dormitories, as well as social and engineering infrastructure facilities.

According to the agreement, the Russian side undertakes to finance and carry out all construction work, including design, procurement of equipment, and commissioning of the facilities.

The Kyrgyz side, in turn, commits to fulfilling several conditions for the successful implementation of the project, namely:



In addition, Kyrgyzstan guarantees the allocation of at least 30 hectares of land for the construction needs of the campus.

In the annex to this agreement, it is stated that a plot of 27.82 hectares has already been allocated for the project in the Baytik rural area of the Alamudun district in the Chui region. An additional plot of 2.15 hectares, which has been reclassified from agricultural land to land for settlements, is also provided for construction.

To oversee the implementation of the project, a special bilateral commission will be established, responsible for coordinating construction work, addressing arising issues, and monitoring compliance with the terms of the agreement.

Upon completion of construction, all campus facilities will be transferred to the ownership of the Kyrgyz-Russian Slavic University.

After the law is ratified, the Ministry of Foreign Affairs of the Kyrgyz Republic will notify the Russian side of the completion of all domestic procedures necessary for the agreement to come into force.
