"One Cannot Vote While Sitting at Home." The Housing Committee Approved the Bill to Reduce the Composition of the Central Election Commission

The Jogorku Kenesh approved in the first reading a draft law that proposes to reduce the number of members of the Central Election Commission.

The deputies who initiated this draft law include Marlen Mamataliyev, Talant Mamytov, Akylbek Tumonbaev, Dastanbek Jumabekov, Nurbek Sydygaliev, and Talaybek Masabirov.

The rapporteur Nurbek Sydygaliev noted that international experience shows that a large composition of the election commission does not always contribute to improving its work. On the contrary, a smaller number of members facilitates quicker decision-making and simplifies organization. Moreover, reducing the number of commission members will save budget funds on salaries and social guarantees, as well as increase the accountability of each member. If the draft law is adopted, it will come into effect on June 1, 2026.

Sydygaliev added that in the second reading it will be proposed to establish the composition of the CEC as eight members instead of seven. Four of them will be appointed by the president, and the others by the Jogorku Kenesh.

Kamila Talieva inquired about the reasons for the reduction in the composition of the CEC.

He replied: "This is being done to improve the efficiency of work. As is known, the CEC has faced difficulties with quorum, as it can be challenging to gather 12 members. Currently, meetings are held in an online format, which is not entirely correct. If there are eight members in the commission, all of them must be present. I believe that one cannot vote while staying at home."

After the discussion, the deputies supported the concept of the draft law.
