At the meeting on March 18, Deputy Minister of Science, Higher Education and Innovations Bekbosun Borubashov reported that the agreement was signed in November 2025 and involves construction on the territory of Kyrgyzstan.
According to him, the funding will be provided by Russia, which will also choose the contractor; the Kyrgyz side will provide 29.7 hectares of land in the village of Baytik free of charge and indefinitely. The construction of the facility is planned in three phases: from 2026 to 2028 (15 billion rubles), from 2028 to 2030 (15 billion rubles), and from 2030 to 2032.
Deputy Dastan Bekeshev asked about the availability of infrastructure for people with disabilities and parking spaces on the campus.
KRСU representative Aibek Chotonov assured that all necessary conditions will be created. The construction process will be monitored by the ministries of both countries. He added that the rights to use the campus buildings will be transferred to KRСU, and their management will be carried out by the relevant ministries.
The Deputy Minister also noted that the campus will include the construction of dormitories, apartments for teachers, lecture halls, sports complexes, a swimming pool, and a secondary school.Bekeshev expressed the opinion: "I would like there to be no artificial directions just to take money from students. For example, the faculty of 'international relations'. We have 33 embassies, and 1000 students study each year. Then they do not know what to do and how to find a job. There is a shortage of engineers, doctors, and specialists in the field of cybersecurity."
The KRСU representative reported that the university plans to open new fields of study, including nuclear physics, medicine, engineering technologies, and urban studies.
Talant Mamytov proposed to create a branch of KRСU in the southern regions of the country. Mahabat Mavlyanova requested to provide the opportunity for free education for 10% of students.
Jyldyz Sadyrbaeva asked about the financial costs for Kyrgyzstan, noting that the land plot and the provision of utilities require financial investments.
Borubaev replied that the market value of the plot and site preparation amounts to $30 million.The deputy also asked why the Ministry of Science does not provide similar conditions to other higher educational institutions in the country.
Deputy Minister Gulnur Mamyrova noted that a new building for the J. Balasagyn Kyrgyz National University is currently under construction, with 500 million soms allocated by the university and 800 million from the state budget. Construction is also underway for buildings for the Kyrgyz National University of Culture and Arts, the Kyrgyz Academy of Physical Culture and Sports, a clinic at Osh State University, as well as the campus of Jalal-Abad University.
